Get Started with eTRAKiT
The City of Rocklin has launched a new online permitting system, eTRAKiT, to make applying for permits faster and easier.

Need to Know
For both Public Users and Contractors:
- You need an email address to create an account.
- You need an account to apply for a permit.
- You must complete the City of Rocklin Permit Application and Project Contact Form before starting.
How to Create an Account
There are two account types: Public and Contractor.
For Contractors
- Complete the eTRAKiT Contractor Registration Form and email it to: Building@Rocklin.ca.us
- Once received, your contractor account will be set up.
- Note: eTRAKiT accounts from other jurisdictions will not work in Rocklin. You must create a new account with the City of Rocklin.
- Ensure you have a valid City of Rocklin Business License: https://rocklin.hdlgov.com/
For Public Users
You need a Public Account if you are:
- A Resident (Owner Builder)
- A Business Owner
- Note: Commercial projects must be issued to a licensed contractor.
- A Design Professional
- A Permit Runner
To set up your account:
- Go to eTRAKiT
- Click Setup an Account in the upper left of your screen
How to Apply for a Permit
- Log into your eTRAKiT account
- Select Apply for permit
- Select the Permit Request permit type in the dropdown
Important Note
Once your permit request has been received and reviewed by the Permit Center, and is deemed complete, you will be notified of:
- Your permit number
- The required deposit to proceed with routing for a plan check.
Online Solar Permitting
Solar APP+
As a new option, for projects that meet minimum requirements, licensed contractors may complete an application first using SolarAPP+ in lieu of submitting construction plans and other required supplemental technical documentation to the Permit Center.
Projects must follow requirements outlined in the Eligibility Checklist to use SolarAPP+. The Eligibility Checklists can be found here.
At this time, owner-builder or projects that included Energy Storage Systems are not eligible for SolarAPP+.
SolarAPP+, short for Solar Automated Permit Processing, is an online web portal that automates the plan review process for permits to qualified businesses or individuals to install code-compliant residential photovoltaic (PV) systems. Based on model building, electrical, and fire codes, SolarAPP automatically performs a compliance check based on inputs supplied by the contractor to ensure the proposed system is safe and code compliant. Installation practices, workmanship, and adherence to the approved design are then verified by the AHJ through the inspection process.

Once an approval is received from SolarAPP+, a permit application shall be submitted online via eTRAKiT or at the Permit Center. City of Rocklin permit fees and inspections shall apply.
