Secondhand Dealer or Pawnbroker License
Secondhand dealer and pawnbroker licensing permits are required and issued by the State of California, Department of Justice.
For New Applications: Fingerprinting is required and is offered by the Rocklin Police Department. Payment of the Department of Justice fee of $300 is due the same day as the application submittal. Once payment has been received by the DOJ, the application will be reviewed.
**For Pawnbrokers Only: In addition to the fee, application, and fingerprinting; Pawnbrokers will also need to submit $20,000 Surety Bond or $100,000 Surety Bond and financial review.

For renewals: Applicants will need to contact the Records Unit directly to verify that the application is current and that no updates will be required. Applicant will need to submit a check made payable to the Department of Justice for $300. A new application is not required.
**Effective January 1, 2026 all pawnbrokers are required to complete at least 8 hours of pre-licensing or continuing education per FIN 21303.5. For more information please visit: www.californiapawnacademy.com
