Draft 2025-2029 Consolidated Plan, 2025-2026 Annual Action Plan, AI Update, Amendment to the CPP, and Upcoming Hearing

Notice is hereby given that the City of Rocklin is currently planning for the use of fiscal year 2025-2026 Community Development Block Grant (CDBG) program funds. The City of Rocklin is also preparing its 2025-2029 Consolidated Plan, an update to the Analysis of Fair Housing (AI), and an update to the Citizen Participation Plan (CPP). The Consolidated Plan, which has a duration of 5 years, describes the jurisdiction’s community development priorities and multiyear goals based on an assessment of housing and community development needs, an analysis of housing and economic market conditions and available resources. The Analysis of Impediments to Fair Housing (AI) is intended to provide the City with information needed take meaningful actions to overcome historic patterns of segregation, promote fair housing choice and foster inclusive communities that are free from discrimination. The Citizen Participation Plan (CPP) is a document that outlines the process to provide citizens an opportunity to comments on the planning, implementation, and assessment of programs and projects. CDBG funds are made available to the City as an entitlement authorized by the Housing and Community Development Act of 1974. The City has yet to be notified of its 2025-2026 award. The City expects to receive an amount roughly equal to the 2024-2025 award of $285,000. The City of Rocklin is required to submit an annual Action Plan to the federal Department of Housing and Urban Development (HUD). The Action Plan provides information on the needs of low- and moderate-income residents and eligible target areas of the City during the period between July 1, 2025 and June 30, 2026. The Plan also describes the activities that the City will undertake to meet those needs with the limited funding. Should the actual award amount differ from the current estimate, the City will make proportional adjustments to all areas of allocation.

PUBLIC REVIEW NOTICE

The City will accept public comments on the Draft 2025-2026 Action Plan, Draft 2025-2029 Consolidated Plan, and update to the AI and amendment to the CPP until 5:00 p.m. March 30, 2025. The draft documents are available on the City’s website and at Rocklin City Hall during normal business hours (M-F between 8:00 a.m. and 4:00 p.m. – 3970 Rocklin Road).

PUBLIC HEARING NOTICE

The City Council is scheduled to hold a Public Hearing during its regularly scheduled meeting on April 22, 2025 beginning at 6:00 p.m. in the City Council Chambers (3970 Rocklin Road) to consider and adopt the Annual Action Plan, Consolidated Plan, and updates to the AI and CPP.

The City will submit the Annual Action Plan, Consolidated Plan, updates to the AI and CPP to HUD for review and approval on or before May 15, 2025.
