At the Rocklin City Council meeting on Tuesday, February 25, 2025, several important topics were discussed, including the Community Development Block Grant (CDBG) 2025-2029 Consolidated Plan, financial updates, and the Clover Valley funding agreement.
Community Development Block Grant (CDBG) 2025-29 Consolidated Plan Discussion of Priority Needs and Goals
The Council heard a presentation regarding the CDBG 2025-2029 Consolidated Plan, which outlined the priority needs for the next five years. The plan must identify both High Priority Needs and Low Priority Needs based on available funding, public input, and consultation with service providers.
High Priority Needs:
- Services for low- and moderate-income youth, seniors, and those providing food and nutrition services.
- Addressing housing instability, with a focus on households paying more than 50% of their income on housing, which puts them at imminent risk of homelessness.
- Services for survivors of domestic violence, sexual assault, or trafficking, including mental health support and housing assistance.
Low Priority Needs:
- Homeowner housing rehabilitation, particularly for seniors and persons with disabilities.
- Public infrastructure accessibility and safety improvements in low- and moderate-income neighborhoods.
- Support for economic opportunities, particularly assistance to microenterprise business owners and employment services.
The draft goals for the plan include providing services to vulnerable populations, reducing housing instability, and improving neighborhood infrastructure. The plan proposes funding for services such as meal delivery for seniors, assistance for survivors of violence, and support for home modifications for accessibility.
Fiscal Year 2024/25 Second Quarter Financial Report and Strategic Plan Update
The Council received an update on the FY 2024/25 Second Quarter Financial Report. The report highlighted the City’s fiscal stability, with budget-to-actual performance evaluations ensuring that the City remains financially sound while proactively addressing any emerging issues.
The Strategic Plan Update also featured progress on the 2023-2025 Strategic Plan and the accompanying Two-Year Work Plan, which were endorsed by the City Council in May 2023. This update covered initiatives from October to December 2024, tracking progress across the City’s five strategic pillars. These pillars focus on key areas such as public safety, infrastructure, community engagement, and economic development, ensuring that the City is working toward its long-term goals.
Clover Valley Funding Agreement
The Rocklin City Council approved a $2,000,000 donation to the Placer Land Trust for the purchase of property within Clover Valley. The funds will support the acquisition of land for conservation and public access, including trails and recreational uses. The City will have no additional costs, and if the purchase isn’t completed within a year, the funds will be returned. This donation will be funded from the FY 2023/24 General Fund surplus.
