The fundamental goal of the ADA is to ensure equal access to civic life by people with disabilities. The ADA specifically requires state and local governments to make their programs, services, and activities accessible to persons with disabilities and to evaluate its services, programs, and facilities and prepare a transition plan identifying barriers to access and outlining a plan to eliminate those barriers.
